<p>This year’s planned vigil was the first after the national security law. But for the second year in a row, it has been banned, with the police citing risks of Covid-19 infection.</p>
<p>City leader Carrie Lam was asked if the slogan “end one-party rule” in China is illegal, she said, “this is such a complicated matter, and it is difficult for the chief executive to answer here with a yes or a no.” She also declined to comment on why the vigil had been banned when other large gatherings such as concerts and art fairs were allowed.</p>
<p>The organiser has now dropped calls for people to show up at the vigil, and appealed to residents to mourn in their own way. 7 churches across Hong Kong will hold masses at 8pm to commemorate.</p>
<p>Sources say the police are planning to deploy up to 7,000 officers to stop any possible unauthorised gatherings. The sources also say people go near Victoria Park and are dressed in black, chant slogans, or light candles, there is a chance they will be considered to be there in connection with the banned assembly.</p>

<p>In recent years China has been appealing to scholars who went overseas to study and remained abroad to return to China. Among its “reverse migration” policies is the Thousand Talents Plan, initiated in 2008 to encourage “strategic scientists or leading talents who can make breakthroughs in key technologies or can enhance China’s high-tech industries and emerging disciplines” to accept positions at leading Chinese universities (<a href="http://www.1000plan.org.cn/en/history.html">Recruitment Program of Global Experts</a>). The U.S. government has taken exception to the program, claiming that it encourages economic espionage and intellectual property theft.</p>
<p>On <a href="https://www.ncuscr.org/event/reverse-migration-1000-talents">January 27, 2020</a>, the National Committee hosted a program to discuss China’s &#8220;reverse migration&#8221; efforts, presenting the Thousand Talents Plan as a case study. <strong>Dr. David Zweig</strong>, professor of political science emeritus at the Hong Kong University of Science and Technology, shared his research findings.</p>

<p>On Monday&#8217;s Backchat,, we&#8217;re talking about the latest developments in the extradition bill controversy.</p>
<p>An uneasy sort of calm broken out this weekend, with Carrie Lam silent and invisible, but senior officials promising the administration will learn from its mistakes, and urging people to look and move forward together.</p>
<p>In fact the DAB is suggesting that the Government to completely withdraw the extradition bill, although the FTU disagrees. There are also growing calls for an inquiry into police action, and then there&#8217;s the question of how police should respond to the unprecedented 15 hour siege of their headquarters on Friday.</p>
<p>As another working week starts, where do we stand? Will nothing much happen until the G20, and perhaps July 1st? Are calls to retract the bill meaningless, as Legislator Tam Yiu-chung says, or meaningful? Will there be any resignations or reshuffles? Do you accept the apologies and trust that something will change?</p>
<p>We&#8217;ll be joined as usual by a panel of guests.</p>
