<p>In 2008, China’s Communist Party created the Thousand Talents Program (TTP) to counteract the brain drain trend that had seen many of the country’s best and brightest minds emigrate and settle overseas. According to Li Yuanchao, the reformist former Chinese Communist Party Politiburo member who developed the program, the stated goal of the TTP was to build an “innovative society.” However, in the past few years, the United States government has become growingly alarmed by and hostile towards the TTP, particularly in the technology development domain.</p>
<p>Under the current political atmosphere in Washington, American suspicion regarding China’s aspirations to become a scientific superpower through the TTP is only growing stronger. Cases of Chinese discrimination in universities and within corporations are increasingly institutionalized. Hurdles to cooperation are becoming more commonplace. <p>China’s eager to recruit and retain talent. It has seen many of its most able scholars find homes and produce path-breaking work in other countries. In recent years, it’s permitted recruited scholars to be based in China on a part-time basis. This has led to tensions with the United States, which wants research funded in full or in part by American sources to benefit itself. Some scholars have been accused of violating U.S. laws on double-dipping and disclosure. Collaborative U.S.-China research is under a cloud, which doesn’t benefit scientific advance for the U.S. or China.</p>
<p>David Zweig is professor emeritus at Hong Kong University of Science and Technology, where he began teaching in 1996, heading the university’s Center on China’s Transnational Relations for 15 years. He is one of the foremost scholars on China’s talent recruitment and retention efforts and on China’s globalization efforts. A prolific writer, he’s authored or edited 10 books and many articles. In addition to articles in academic journals, Zweig’s publishes frequently in wide-circulation newspapers such as the South China Morning Post, including recent op-eds on the evolving situation in Hong Kong. Zweig remains based in Hong Kong and now heads Transnational China Consulting. He previously spoke at USC on the program and, together with Siqin Kang, he recently published a paper on America’s response to the Thousand Talents Program.</p>

<p>The Covid-19 pandemic has arrived at a time of economic and geopolitical crossroads in the development paths of many African nations. Alongside the health concerns, the social, financial and technological impacts of the pandemic bring additional complexity, dilemmas and responsibility to the decision making process across the continent.</p>
<p>Created by Global Strategic Platform (a network of analysts, academics and journalists in vario<span class="text_exposed_show">us continents), and supported by Cal Maritime, the main objective of Africa Sessions is to organize and promote cycles of conferences to foster analytical dialogue between experts on crucial themes, using an online platform and institutional support to bring the discussion to a wide audience.</span></p>

<p>The main participants in the panels include analysts, academics, diplomats and other government officials, business leaders, civil society organizers, journalists.</p>
<p>The conferences, which will last 90 minutes (via the <a href="https://zoom.us/download">Zoom</a> platform) will include up to half a dozen panel members, two chairs and two moderators and will be open to the public, after registration.</p>
<p>Besides live transmissions, the conferences will be available on <a href="https://www.facebook.com/africasessions2020/videos/2529027270682347/" target="_blank" rel="noopener noreferrer">Facebook</a> for later viewing and will later be used for production of written materials.1</p>
<p>The cycle begins on Saturday, May 16th, at 17h00 (GMT+1), with an online conference on “Rethinking International Relations in Africa after Covid-19”.</p>
